北京时间4月17日，2021年NASPAA-Batten学生模拟大赛全球总决赛（Global All-Star Round）在线上举行，清华大学公共管理学院2020级EMPA香港政务人才项目硕士生谢珮琪(Pui Kei Tse)所在队伍获得全球总冠军。冠军团队成员还包括：Md. Moajjem Hossain Samrat(University of Barishal)，Farabi Rahman (University of Dhaka)，Renee Carpela (University of Guam)，Hugo Thompson (Victoria University of Wellington)。

2021年NASPAA-Batten学生模拟大赛由全球公共政策、事务与管理院校联盟(NASPAA)和美国弗吉尼亚大学弗兰克·巴顿领导力与公共政策学院领导力模拟和竞赛中心(Center for Leadership Simulation and Gaming,UVA）共同发起，以应对全球流行病危机为主题。主办方基于真实数据开发了全球流行病仿真决策模拟软件，希望通过模拟大赛提高学生的创新能力、系统性思维能力和全球公共事务领导决策能力。在全球面临新冠肺炎疫情挑战的背景下举办此项赛事，对推动公共卫生领域的决策科学化和促进公共管理教育有着重要的意义。

今年的比赛吸引了来自30个国家120所大学的超过400名学生参与。2月27日和3月6日，在全球不同时区分别举行了四场地区比赛。清华大学公共管理学院、KDI School of Public Policy and Management、North South University(Bangladesh)、National Law School of India University共同承办亚洲分赛，清华大学公共管理学院学生谢珮琪所在队伍获得亚洲分赛第一名，与其它三支地区比赛冠军队伍一起，于4月17日在线上参与了全球总决赛。

总决赛评委由科睿唯安科学信息研究所的研究政策和评估顾问Dr. Anand Desai，NASPAA资深模拟研究员、美国北达科他大学政治科学和公共管理学院副教授Dr. Dana Michael Harsell, NASPAA执行主席Laurel McFarland担任。

四支参赛队伍分别代表Chanmar、Gommolino、 Hannom、Malldaff四个虚拟国家，各队中的选手分别担任世界卫生组织代表、国家总理、公共卫生部长、财政部长、通讯部长的角色，从社交距离政策、公共卫生政策、经济发展政策、旅行限制措施等方面，根据财政预算、患病人数、死亡率、经济发展指标、民众支持率等数据，在不断发展变化的模拟疫情中，实时决定需要推行的各项具体措施，并综合考虑公共政策对各国和世界经济社会发展的影响，在复杂情景下快速做出科学决策应对全球公共卫生危机。

在模拟软件比赛后，四支队伍进行了现场辩论。每队根据主办方现场给出的提示辩题（prompt）限时阐述自己的观点，并回应其他队伍的提问和辩驳。

最后，评委根据模拟软件比赛成绩和辩论环节的表现评定出最终名次。代表Hannom国家的谢珮琪， Md. Moajjem Hossain Samrat，Farabi Rahman，Renee Carpela，Hugo Thompson五位同学所在队伍摘得桂冠。

作为冠军队伍的队长，谢珮琪在决赛中担任国家总理(Prime Minister)的角色，负责在模拟软件比赛中综合团队意见操作最终的决策。在辩论环节，她是主要的辩手，负责立论阐述团队的战略观点，并重点提问其他参赛队伍。在最后一轮辩驳中，她围绕“公共卫生和经济政策之间的选择”这一问题进行关键发言，获得其他团队的认可和赞同，为她所在队伍的最终胜利贡献了智慧和力量。

NASPAA模拟教育主任Supriya Golas指出，希望通过基于模拟工具的学习方式，鼓励学生将课堂中学到的知识应用到模拟现实中，帮助学生做好知识和能力的储备，更好地应对下一个全球重大事件，无论是流行病危机还是气候危机。

美国弗吉尼亚大学弗兰克·巴顿领导力与公共政策学院领导力模拟和竞赛中心专家Adam Roux表示，为举办此次比赛，该中心更新了2018年的全球流行病模拟软件，使其真实反映新冠肺炎疫情带来的公共卫生和经济危机。对于有抱负的决策者和学生来说，这次比赛是一个很好的机会，来测试他们的领导力、批判性思维和沟通技能，以应对我们所有人正在经历的全球疫情。

赛后感言

谢珮琪：

I am truly grateful to be the team leader and “Prime Minister” of my team in the 2021 NASPAA-Batten Competition and winning the Global All-Star round out of 400 participants from 120 universities. Thank you for the support from teachers and advisers at Tsinghua SPPM, who encouraged me to unleash my full potential in the competition.

The theme of this year’s competition is Pandemic 2.0. The simulation game is backed by the latest COVID-19 data, indicating it is very timely and highly relevant to today’s world. My team at the Global All-Star round plays a hypothetical country that resembles India. Given the population size and local context, the effectiveness of pandemic response can become very complex, but my team reached a consensus to adopt a “We Prioritize Health and Safety” approach throughout the game. We believe “the best economic response is a strong public health response”. With our team effort and data analysis skills, we achieved a score of 99th percentile in the simulation game.

The highlight in the Global All-Star round is an intense debate among all four teams. It is a very unique experience that makes NASPAA-Batten stand out from other university competitions. The organizer put up three controversial topics for the teams to debate from their hypothetical country’s perspective. I see it as a healthy exchange of ideas with students across the globe and also a platform to showcase our pandemic response strategy. My team appreciates the diversity of opinion and found good common ground for alignment. We are pleased to have other teams agreeing with us that governments in a pandemic situation should always put people’s interest in the first place.

I strongly recommend students to participate in future episodes of the NASPAA-Batten Competition. Also, I hope to see the concept of simulation learning applied in our everyday classroom for more students to practice public policy applications regularly. This would help our future leaders be more data-driven, effective and responsive to changes.

关于NASPAA-Batten学生模拟大赛：

2017年，NASPAA-Batten学生模拟大赛首次在亚洲举行分赛，清华大学公共管理学院成为首个亚洲赛事的承办院校。2018年，学院选派三名学生参加于对外经贸大学举办的亚洲分赛，留学生Trent S. Lawrence所在队伍获得赛区第一名。2019年，大赛允许各个学校组成自己的代表队参赛，学院派出由来自不同国家的五名学生组成的国际化代表队前往韩国KDI School of Public Policy and Management参赛，表现优异。每年举办的NASPAA-Batten学生模拟大赛旨在引导学生依托精心开发的决策模拟工具，通过角色模拟、团队合作、谈判沟通等方式，锻炼运用理论知识解决现实复杂公共事务问题的能力，培养创新思维、批判性思维和领导力。
